Dear Highland Oaks Neighbors,

Hello Highland Oaks Neighbors!
We hope you’re making the most of these sunny summer days—remember to stay cool and hydrated! Here are some exciting updates from your HOA:

CCR Amendments:

  • The First Amendment regarding sheds and ancillary buildings narrowly missed approval. We’re taking your feedback to heart and will revise the amendment for another vote this fall. The updated version will clarify that the ancillary portion should apply to other structures, not sheds.
  • Great news! The Second Amendment, which allows builders to purchase lots and allow the 12-month construction timeline to commence once the homeowner closes, passed by a strong majority. Thank you to everyone who participated—your voice matters!
We’d love to see even more engagement next time, as only 17 out of 49 lots voted.

Pool Gate Update:

The cypher lock on the pool gate has been replaced with a child safety latch. Just lift the round knob and pull the gate open—easy and secure for everyone!

ALPR (Automated License Plate Reader) Camera Relocation:

The Automated License Plate Reader (ALPR) camera, originally installed inside our community by TDOT for the Police Department, will be moved outside our private area. We’re working with the Assistant City Manager to ensure this happens soon and will keep you posted on progress.

Communication Policy:

For official HOA business and updates, please use our website: www.boydhighlandoaks.com. While you’re welcome to use the Facebook page for social connections, all HOA matters should go through the website to ensure clear and direct communication.

ACC Updates:
  • 121 Oak Grove Lane: Construction is underway.
  • 143 Parkview Lane: Plans have been approved by both the HOA and the City of Boyd. Surveying is complete, and construction will begin soon.
  • 147 Parkview Lane: Recently sold! Construction will start once the buyer’s previous home is sold. In the meantime, the HOA is working with the new owners to maintain the lot.
Thank you for your patience!

Reserve Study & Management Transition:

We’ve taken the next step toward hiring a management company for the HOA. An engineer has completed a Reserve Study, assessing all public areas (roads, sidewalks, buildings, etc.) for maintenance and future repairs over the next 30 years. This transition is necessary because:

  • Our current Secretary and Treasurer are stretched thin and need replacements.
  • We haven’t had new volunteers step up from the community.
  • The cost of maintaining our facilities is outpacing the revenue from dues.

We appreciate your continued support and involvement as we work together to make Highland Oaks an even better place to live!

Sincere regard,

Joel S. Brown
